The Dutch gambling watchdog, Kansspelautoriteit (KSA), has imposed a penalty order on Chestoption Sociedad de Responsibilidad Limitada. It is a crypto casino operator behind popular platforms like vave.com and vave-luck.com.
The order comes after an investigation that revealed that the operator was allowing Dutch players to access its sites without a valid license in regulated jurisdictions like the Netherlands.
According to the KSA, Chestoption’s platforms did not implement basic safeguards like geoblocking or country-specific restrictions. These loopholes allowed local users to register, deposit crypto, and play casino games freely.
While some location blocking now appears to be in place, its timing and effectiveness remain unclear.
Making matters worse, when access is denied, the websites display a pop-up instructing users on how to bypass restrictions using a VPN or proxy. It suggests a willful attempt to sidestep regulation. Previously licensed in Curaçao, Chestoption has since lost that approval following changes in its ownership. It now operates from Costa Rica, a country that does not offer any formal licensing for gambling operators.
In Costa Rica, companies like Chestoption only need a simple Data Processing License to operate. It means there is no proper gambling authority keeping an eye on what they do. That makes it easier for such websites to slip through the cracks.
Crypto casinos are using loosely regulated countries to quietly offer services in places where they’re not allowed.
